In order to obtain the right of temporary residence EU/EEA citizens (who stay in Estonia longer than three month) must register themselves as citizens of Tallinn within three months from the date of entering Estonia and apply for the Estonian identity card (ID-card).
1. You can register as a citizen of Tallinn at the Population Register Offices in Tallinn:
ȣ in the city centre (Pärnu Road 9);
ȣ in Northern Tallinn (Niine Street 2);
ȣ in Kristiine (Tulika Street 33b);
ȣ in Mustamäe (A.H.Tammsaare Road 135).
Please take with you:
ȣ identity document;
ȣ tenancy contract (from your dormitory or from private apartment).
2. Within the period of one month from registering your place of residence, you must go in person to the Citizenship and Migration Bureau (J. Vilmsi 59, office hours: Monday- Friday 9.00-18.00, closed on the last Friday of every month) to apply for an Estonian identity card (ID-card), which certifies your right of temporary residence.
Required documents for the Estonian identity card:
ȣ application form (you do not have to com- plete the application form before you go to the Migration Bureau);
ȣ your identity document;
ȣ coloured photograph sized 40x50 mm (you can take the photo at the Migration Bureau);
ȣ document certifying the payment of the state fee (25 €).
After the registration at the Population Register and applying for the Estonian identity card,
the right of temporary residence is granted
for a period of five years. If you change your address in Estonia, please inform the Population Register. Before you leave Estonia you have to sign yourself out from the Population Register.
The Estonian ID-card is your identification document while studying in Estonia. The ID-card can be used for online services provided by the state, as well as by several private enterprises (e.g., banks). You can use your Estonian ID card as your library card, copy card, etc.

for non-eu/eea CitizenS
Non-EU/EEA citizens who stay in Estonia up to six month have to apply for the long-stay (D) visa before their arrival in Estonia. Non-EU/ EEA citizens who stay in Estonia longer than six months have to apply for the temporary residence permit for study in Estonia, apply for
the residence card and register at the Population Register.
Please note that the application procedure
for the residence permit may take up to two months. Please submit your application and start the process during your first week in Estonia.
