1. You can apply for the residence permit at the Citizenship and Migration Bureau (J. Vilmsi 59, office hours: Monday-Friday 9.00-18.00, closed on the last Friday of every month).
Please see further information: www.politsei.ee 2. Together with your residence permit you will
apply for the residence card.
3. After receiving your temporary residence permit you need to register your place of residence. This can be done at the Population Register Offices:
ȣ in the city centre (Pärnu Road 9);
ȣ in Northern Tallinn (Niine Street 2);
ȣ in Kristiine (Tulika Street 33b);
ȣ in Mustamäe (A.H.Tammsaare Road 135).
Please take with you:
ȣ identity document;
ȣ tenancy contract (from your dormitory or
from private apartment).
NB! Students who are staying in Estonia with the long-stay (D) visa for a period of up to six months do not have to and cannot register as a citizen of Tallinn.

EU/EEA citizens can work in Estonia without a work permit.
Non-EU citizens who have been issued a temporary residence permit for study are also allowed to work without a work permit. It is the responsibility of the student to make sure that working does not interfere with the studies, as only full-time students can have the temporary residence permit for study.
Non-EU citizens who have graduated from an Estonian university can stay in Estonia for an additional six months after their graduation to
look for a job in Estonia and to apply for the temporary residence permit for work.

EU/EEA citizens are entitled to the same
social welfare benefits in Estonia as Estonian residents. For this, students coming from the EU/EEA countries should obtain a European Health Insurance Card from the social service authorities in their home country before arriving in Estonia. en. Before visiting a doctor, please check if the health care service provider has a contract with the Estonian Health Insurance Fund, as private care is not refundable. In addition, you can obtain private health insurance.
Students from Non-EU/EEA countries have to obtain an internationally valid private health insurance. This is necessary for applying for the temporary residence permit in Estonia. Insurance providers, which are accepted by the Police and Border Guard Board are:
