FUTURE-ORIENTED HEALTH PROMOTION
Future visions for health promotion in Estonia and Finland
The values and principles of HP expressed by the Estonian and Finnish FGs were widely shared following the same lines, including HP principles and action areas (Ottawa Charter) de ned by WHO. The view of cross-sectoral actions as well as in the demands for developing concrete, evidence based concepts and methods to face the HP demands.
For example, Estonian FG members discussed environmental concerns, as well as risks in relation to people’s working conditions that are important to be better addressed in the future. Finnish respondents did not raise those questions, but expressed the need to in uence on multiple and multilevel determinants to promote health and wellbeing. The improved perspectives to face the future challenges were prioritized by FGs rather than radical transformations in HP systems. ”Big ships turn slowly”, describes one participant of the Finnish FGs the nature of HP dynamic and its changes. HP was, however, considered to be in a constant state of transformation and HP was hoped to continue to transform in the era of Ottawa Charter.
Conclusions
We took a cross-sectoral health and wellbeing policy as a basis to HP actions. According to this, the holistic approach includes a group approach involving actors from different disciplines, acting as a whole, dealing with different aspects of human life. The multi- discipline HP actions challenge also professional education to contribute skills to work collaboratively across disciplines, sectors and partners. The information on the future challenges of health promotion expressed in FGs was used to design HPP- survey questionnaire, which was structured by IUHPE HP core competence domains, including Ottawa charter HP values, principles and action areas.
